Where New Housing Types Can Be Placed

Under the current zoning (without Bylaw 1230):

  • R-1 → single-family + secondary suite

  • R-2 → single-family, two-family

  • R-3 → townhouses, low-rise multi-family

  • R-4 → apartments

  • Commercial (C-1/C-2) → mixed-use with residential on upper floors

What Bylaw 1230 did:
It attempted to allow four new housing forms (supportive housing, moderate-income rental, social housing, etc.) in ANY residential or commercial zone, regardless of existing density or neighbourhood form.

This is what people mean by “blanket rezoning.”
