1. The Term “East Sector” Has Two Different Meanings (This Is Why People Get Confused)

This refers to the entire land mass east of McCombs Drive.

  • The formal East Sector Lands Park

That is correct.

B. “East Sector Lands” (Capital E, Capital S) – The Formal Park/Conservation Area

This is the 127.8-hectare Crown-owned recreation site managed by the Fraser Valley Regional District (FVRD) under a provincial agreement.
It includes:

  • Spirit Trail

  • Bridle Trail

  • Wetlands

  • Habitat conservation areas

  • Boardwalk zones

  • Wildlife corridors

Harrison's two parcels are NOT part of this formal park.
They sit directly WEST of the Crown-managed boundary.

This distinction is critical and is often misunderstood.

These parcels are the only two parcels the Village used in its ALC application related to the “McCombs Recreation” project (which includes disc golf in the RDS planning language).

They are NOT:

  • Crown land

  • Part of the FVRD-managed East Sector park

  • Part of the two private northern parcels

  • Part of the wetlands

They are Village land, inside the geographic East Sector, but outside the protected East Sector park.

3. Exact Ownership Breakdown of the Entire East Sector Area (Confirmed by OCP & Wildfire Plan)

The East Sector Special Planning Area (the wider district east of McCombs) is approximately 162 hectares and is composed of:

✔ 99 ha – Crown Land (Provincial)

Managed by FVRD as the “East Sector Lands” park.
This is where the major wetlands, boardwalks, and wildlife corridors exist.

✔ 34 ha – Village-Owned Land

Harrison's two parcels are part of this.
Tis the Village’s sole ownership footprint inside the wider East Sector.

✔ 29 ha – Privately Owned Parcels

These are the two northern lots with:

  • sphagnum bog,

  • rare understory communities,

  • known wildlife sensitivity.

Harrison's two highlighted parcels are not these private parcels.

4. Relationship Between Harrison's Parcels and the East Sector Parkland

To be absolutely precise:

Harrison's parcels are:

  • Within the geographic East Sector

  • ALR land

  • Forested

  • Village-titled

  • Adjacent to the East Sector park boundary

  • Separated from the FVRD park by a legal boundary

Harrison's parcels are NOT:

  • Inside the “East Sector Lands” Crown park

  • Managed by FVRD

A. The Village CAN legally propose disc golf on these two parcels

because the Village’s RDS wording (“East Sector recreation area”) creates the impression the park is involved, when in fact only two Village ALR parcels in the geographic East Sector are on the table.
