Village Connect Newsletter Feb 2026: What It Says and What Residents Should Ask
Executive Summary
The Village has released the second edition of its monthly e newsletter, “Village Connect.” The newsletter includes updates on the 2026 draft budget, the Civic Campus concept with School District 78, and several community programs and engagement sessions.
Village newsletters can be useful for sharing dates, events, and high level project summaries. However, residents should understand that newsletters are not the same as full disclosure of records, budgets, or decision history.
What the newsletter covers
The February issue highlights:
Budget 2026
Council reviewed the draft budget at the February 3, 2026 Committee of the Whole meeting. The Village is encouraging residents to view the draft and provide feedback through an online survey and the Budget Open House on February 24.
Civic Campus concept
The Village has announced an intent to explore a partnership with School District 78 to build a new elementary school and repurpose the existing school site into a multi use civic area. Residents are invited to view the project page and complete an opinion poll.
Community engagement and programs
The newsletter promotes two IDEA Action Plan workshops, the return of chair yoga with a small fee, the Local Government Internship Program, and the Grants to Groups intake opening March 1.
What the newsletter does not provide
The newsletter provides general summaries, but it does not include:
Line item budget details
Cost breakdowns for major projects
Project risks and funding conditions
Background reports, contracts, or scopes of work
Timelines showing when and by whom major concepts were first proposed
Clear links to source documents for verification
These are not criticisms of the newsletter. They are normal limits of short public communications. But they are also the reason many residents continue to request more detailed records.
Questions residents can reasonably ask
Residents who want to better understand the budget and major initiatives may wish to ask:
What are the largest cost increases in the 2026 budget and what is driving them
What projects are grant dependent and what happens if grants do not proceed
What are the estimated costs and funding plan for the Civic Campus concept
What studies, reports, or formal discussions exist on the Civic Campus idea prior to the press release
Where can residents find the supporting documents that explain the reasoning behind major decisions
Why this matters
Newsletters and engagement sites are useful tools, but transparency also requires access to clear source records, timely answers to public questions, and complete budget and project information.
When those materials are easy to access, residents can participate more effectively and FOI requests often decrease.
We provide clear, factual summaries of council meetings, bylaws, and decisions affecting Harrison Hot Springs.
