• Provincial changes: Bill 44 — Small-Scale Multi-Unit Housing (SSMUH) mandate

  • In late 2023 the Province passed legislation requiring all municipalities to permit new “small-scale, multi-unit housing” on lots zoned for single-family or duplex use.

  • “Small-scale multi-unit housing” typically means 3–4 units on a lot, or more depending on lot size and transit proximity.

  • For many municipalities this means that where once only a detached house (or duplex) was allowed, now small multiplexes, triplexes, or townhomes may be placed — without rezoning, in principle.

  • As such, if the Village updates its zoning (as required) to comply with Bill 44 by June 30, 2024, some lots in Harrison could see 3–4-unit housing or small multiplexes permitted where previously only single-family was allowed.
