Executive Summary (Feb 17, 2026 Regular Council)
Council’s Feb 17 agenda is dominated by money and enforcement bylaws.
The main item is the 2026 to 2030 Financial Plan Bylaw. Council will give it first and second reading, then hold a public open house on Feb 24. The budget is heavily grant dependent. The Village’s own financial plan shows 53.4 percent of 2026 revenue coming from grants and donations, with property taxes at 19.9 percent.
Council will also consider major bylaw changes for Fire Services, Pay Parking, and Boat Launch rules and rates.
A smaller but important item is a recommendation that the Environmental Advisory Committee be consulted on any East Sector recreation proposals before Council adopts them. This appears directly tied to the proposed disc golf course.
Two resolutions are also being advanced to the Lower Mainland Local Government Association. One from Mayor Talen on treaty negotiations and local government consultation. One from Councillor Vidal calling for a provincial funding stream to help small municipalities handle FOIPPA and FOI workloads.
